The Law Making Waves: Medicare Patient Access and Practice Stabilization Act of 2025
This bill (H.R. 879) aims to reverse ongoing cuts to the Medicare Physician Fee Schedule — the same schedule that governs how much physical therapists get paid for treating Medicare patients. Instead of seeing yet another pay cut, therapists are looking at:
Increased Medicare reimbursement rates
Annual inflation adjustments (finally!)
More predictable payment models

Alongside this act, the 2025 Medicare Physician Fee Schedule Final Rule includes two major wins for PTs:

PTs now only need to submit a plan of care within 30 days — no more chasing down physician signatures to get paid. - PTA Supervision Rules Eased
The requirement for direct supervision of Physical Therapist Assistants (PTAs) is now relaxed to general supervision under Medicare Part B. That’s more autonomy and less red tape.
New Options for Private Contracting: Medicare Patient Choice Act (H.R. 4204)
This bill would allow physical therapists to opt out of Medicare — something previously restricted to physicians and a few other professions. If passed, PTs could contract directly with Medicare patients and set their own rates outside the traditional fee schedule.
